WHO columns are used to track the changes to your data in the application tables. WHO columns exist in all Oracle Applications standard tables. The following five are considered WHO columns:
CREATED_BY
CREATION_DATE
LAST_UPDATED_BY
LAST_UPDATE_DATE
LAST_UPDATE_LOGIN
